The first thing to note is that by paying a traffic fine, you are considered to have pled guilty to the charge. So, what is going to stop the traffic court from recording the infraction and assessing the points to your license? A bug in a computer program used by every DMV in the USA? A flaw that has gone unnoticed despite approximately 35 million traffic tickets per year being issued? Any discrepancy in fines and refunds would be caught by annual audits and remedied then.
