No, obviously not.

| Why? |
The November 7th has come and gone and though we may not know who the President-elect is, Dick Cheney is still the Republican Vice Presidential candidate.
Was the rumor plausible? Not really. Such a move would have probably lost more votes than it would gain; it would have reflected badly on George W. Bush's judgement of character and politics. Still, Cheney didn't prove to be a great public campaigner. (See "Stumped" by Michelle Cottle for The New Republic.) But that doesn't mean Cheney didn't bring other political skills to the ticket.
But Dick Cheney did have some health problems. He suffered a mild heart attack on November 22. (See a CNN new report.)

The following sentence in the warning is interesting:
If we get the rumor out on
the internet, they won't be able to do their calculated move without
repercussions.
Besides being one of the hallmarks of massively forwarded email foolishness (FORWARD THIS IMPORTANT INFORMATION TO EVERYONE YOU KNOW!!!), if there really is a move afoot to dump Cheney, it wouldn't be a rumor, would it?
