Standing on the edge of the hooooover dam
Hoover Dam was not one giant pour of concrete: it was done in five foot blocks, so someone falling in would not have much trouble being rescued. Also, the presence of something the size of a human body would ruin the structural integrity of the concrete. People just don't provide nearly as much support as a block of concrete. A lot of workmen died during the construction of Hoover Dam (it's in dispute as to exactly how many), but none of them ended up wasting space in the concrete walls.
