It's really to keep kids from peeing in the pool

Debunked: If you swim right after eating you'll get cramps and drown.

The increased chance of cramps due to a full belly is so small as to be unmeasurable when compared against other possible factors for cramping. It is possible to cramp while swimming, and cramps can be quite dangerous. There is some logic as to why a full stomach could possibly create an increased risk of cramping (your blood is busy with your digestive system instead of being where your arms and legs are, so you get muscle cramps), but like coriolis force, observing this effect requires circumstances that the average situation does not manifest.

You can read an elaboration on this here.
