In Dispute: US Govt fixed plane transponders always report positions(catch drug imports)

There was a report about this in Aviation Consumer magazine, showing what it said were midnight wiring jobs where persons unknown broke into the plane and wired in a second transponder. One of these came to light because the transponder was so badly wired, it caused an electrical fire in flight. No other documentation has been found. It smells a bit black-helicopterish to me.
