Documented: It is illegal to possess gerbils in California without a permit.

Title 14, Section 672(c)(2)(J)(1) declares certain members of the Order Rodentia non-native, and prohibits the transport, sale or possession of such animals without a permit; gerbils are among the declared contraband. (Domesticated golden hamsters, white mice, chinchillas, and other rodent-kind are legal sans permit.)
