This is a classic UL, documented by Brunvand, and dating back at least to the 1950s. Once again, it plays on the primal fears in all of us. There are no properly recorded cases of this ever happening, and simple reason throws up several major objections to this actually being practicable. Firstly, the ground clearance of most cars is so small that it is almost impossible to squeeze under them, and even if this could be achieved, striking out effectively would be extremely difficult, with getting away afterwards being near impossible. Secondly, how does the thug know when the woman will be coming back, and has not met a friend who will be with her on her return to the car?
